MINIMUM QUALIFICATIONS REQUIRED:
 
Education and Experience:

  • Advanced knowledge of the principles, practice and administration of accounting, in order to perform highly complex and technical duties at a level generally acquired through completion of a bachelor’s degree in business administration, finance, public administration, accounting; master’s degree and/or a CPA preferred

  • AND

  • Five or more years of progressively complex and responsible related work experience to gain sufficient knowledge and familiarity with theories and principals for application to practical problems and solutions.  Experience in municipal government and implementation of computer software packages highly desirable.

  • Any combination of education, training, and experience which provides knowledge, skills, and abilities required for the job and related to the essential functions of the position.

 

Equivalency:  May substitute a combination of equivalent education and experience.  The city assesses 1 year of full-time experience as equivalent to one year of education.

 
Licenses and Certifications:

  • Must possess a valid state driver’s license and maintain a satisfactory motor vehicle record with the ability to obtain an appropriate Nevada state driver’s license within the required time frame. 

Knowledge:

  • Principles and practices of generally accepted accounting standards and practices, with and emphasis on governmental and fund accounting, including methods of financial reporting and financial statement preparation.

  • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees.

  • Principles and practices of developing teams, motivating employees and managing in a team environment.

  • Principles, practices of financial, and claims auditing.

  • Principles and techniques of actuarial analysis and reporting.

  • Applicable laws, codes and regulations, including procedures and techniques of civil litigation.

  • Computer applications related to the work and record management principles and practices.

  • Techniques for dealing with a variety of individuals, at all levels of responsibility, in person and over the telephone, often where relations may be strained. 

Skills:

  • Planning, organizing, supervising, reviewing and evaluating the work of others.

  • Training others in policies and procedures related to the work.

  • Developing and implementing goals, objectives, policies, procedures and work standards.

  • Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.

  • Interpreting, applying and explaining complex federal, state and local laws related to the areas of responsibility.

  • Preparing clear and concise reports, correspondence and other written materials.

  • Using initiative and independent judgment within general policy guidelines.

  • Using tact, discretion and prudence in dealing with those contacted in the course of the work.

  • Analytical abilities necessary to make sound, logical interpretations of codes and regulations are required.

  • Many interpretations and decisions must be made quickly; sound judgment required to act in best interest of jurisdiction.

  • Interpersonal skills necessary to effectively interact with internal staff, citizens, contractors, and/or government agencies in such areas as supervising project work, responding to citizen’s questions, and consulting with others.
