MINIMMUM QUALIFICATIONS
Education and Experience 

  • Bachelor’s Degree in Public Administration, Business Administration, Human Resources, Organizational
  • Minimum of two (2) years’ experience in Employee Leave Administration & case management.
  • Minimum of two (2) years’ employee benefits and/or human resources experience.
  • An equivalent combination of related education, training and experience may be considered.
  • Preferred: Public Sector benefit and employee leave administration experience, i.e. municipality, county, state, etc.
    Licenses and Certifications
  • Must possess a valid state Driver’s License with the ability to obtain appropriate Nevada State Driver’s License within required time frame.
  • Strongly Preferred Certifications: International Foundation of Employee Benefits Plans (IFEBP) Certified Employee Benefits Specialist (CEBS), Professional certification by Society of Human Resources Management (SHRM) or the International Management Association-HR (IPMA-HR).
    Knowledge, Skills and Abilities:
  • Possess strong knowledge and understanding of regulatory compliance necessary to successfully perform job duties, including FMLA, ADA, PDA, Health Insurance Portability and Accountability Act (HIPAA) and all other applicable federal state and local regulations, policies and practices regarding employee leave protections.
  • Skills necessary to provide employee leave administration successfully using processes and procedures from the City of North Las Vegas; ability to provide excellent internal customer service; and ability to work with and appropriately handle confidential and sensitive information.
  • Ability to prioritize tasks, deal effectively with competing and changing priorities, and meet deadlines. Accurate, detail-oriented, and organized. Able to analyze and resolve difficult situations and problems.
  • Ability to effectively communicate with all levels of employees verbally and in writing; serve as a
  • consultant on employee leave issues; prepare clear and concise written materials using correct spelling, punctuation, and grammar; read, interpret, and apply rules, regulations, policies, procedures, laws, court decisions, and labor agreements; work independently and use initiative; set priorities, and implement new procedures; draw conclusions from data analyzed, and apply the information to related issues; and make effective oral presentations.
  • Basic knowledge of benefit programs and administration including health plans; deferred compensation plans or 401k plans; also knowledge and experience with open enrollment coordination; new employee orientations and working with insurance companies.
  • Skilled in identifying, vetting, and implementing effective technologies related to human resources functions including Microsoft Office software (Word, PowerPoint, Excel, etc.) and HRIS system knowledge.
    SELECTION PROCESS
    1.    Oral Board (Weight 100%, Passing Score 70%)
    2.    Selection Interview (Pass/Fail or weights and min passing score)
