Key Focus of the Role:

(Duties may include, but are not limited to, the following)

  • Develops and implements long-range goals, objectives, organizational structure and overall operation of the division.
  • Monitors, reviews and communicates the implementation phases of the division’s strategic plans to ensure that long-range goals and objectives are met.
  • Plans and implements short-term, annual and long-term goals, objectives and strategies for the division to ensure efficient organization and completion of work.
  • Establishes appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates revenues and budget accordingly.
  • Plans, coordinates, assigns, monitors and evaluates employee performance; coaches, counsels, mentors, trains and advises employees for the dual goals of meeting City and division’s goals as well as the employees’ career development.

Qualifications and Attributes:

Education and Experience:

  • Knowledge of the principles, practices and administration of city government, in order to oversee planning and implementation of Office of City Clerk operations, at a level generally acquired through completion of a bachelor's degree in a related field.
  • Seven or more years of progressively complex and responsible related work experience, which includes five years of supervisory experience, in order to effectively develop and manage division mission and operations.
  • Any combination of education, training and experience which produces knowledge, skills and abilities required for the job and related to the essential functions of the position.

Licenses and Certifications:

  • Certified Municipal Clerk and/or Master Municipal Clerk status preferred.
  • Must possess a valid state driver’s license and maintain satisfactory motor vehicle record with the ability to obtain appropriate Nevada state driver’s license within required time frame.
  • An advanced level of interpersonal skills necessary to provide effective leadership to subordinate personnel as well as to develop cooperative working relationships with employees, senior management, elected officials, the public and media, as well as vendors supplying goods or services to the City.
  • Communicating clearly and effectively, orally and in writing.
  • Applying knowledge of governmental budgeting and its application for budget preparation, fiscal and accounting records and statements.
