MINIMUM QUALIFICATIONS REQUIRED:
 
Education and Experience:
 
Financial Accountant I: 
  • Equivalent to a bachelor’s degree in business, economics, finance or closely related field; and, 
  • One year of increasingly responsible professional experience in accounting, auditing or budgeting depending upon area assigned.  Experience in a public agency setting is desirable. 

Equivalency: Five years of increasingly responsible professional experience in accounting, auditing or budgeting depending upon area assigned may be substituted for the bachelor’s degree and the experience listed above.

 
Licenses and Certifications: 
  • Must possess a valid state driver's license and maintain satisfactory motor vehicle record with the ability to obtain appropriate Nevada state driver’s license within required time frame. 
Knowledge:
  • Fund accounting and governmental budgetary procedures.
  • Rules, regulations, policies, and procedures of the City Finance Department.
  • City organizational structure, overall operation, mission, and goals.
  • Public administration theory and practices.
  • Principles and practices of financial reporting.
  • Principles and procedures for financial record keeping and reporting.
  • Applicable, federal, state, and local laws and ordinances.
  • Principles and practices of budget development and administration.
  • Standard office practices and procedures, including filing and the operation of standard office equipment. 
  • Correct business English, including spelling, grammar and punctuation.
  • Data sampling and statistical analysis techniques.
  • Computer hardware and software utilized by the Finance Department. 
Skills: 
  • Preparing a variety of financial statements, reports and analyses.
  • Compiling and reviewing budget figures for completeness, accuracy and compliance with policies and procedures and compiling budget documents for distribution. 
  • Interpreting, applying and explaining applicable laws, codes and regulations. 
  • Preparing timely and accurate financial analyses. 
  • Maintaining accurate financial, budgetary and cost control records and preparing accurate and timely reports. 
  • Using initiative and independent judgment within established procedural guidelines.
  • Use of office equipment including personal computers. 
Physical and Mental Abilities: 
  • Prepare financial statements, reports and analyses.
  • Examine and verify a wide variety of financial documents and reports.
  • Understand and use automated financial management systems.
  • Assist with the preparation and monitoring of a comprehensive and complex budget.
  • Communicate clearly and effectively both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
 

While performing the essential functions of this job the employee is regularly required to work in a typical office environment, use standard office equipment, read printed material and a computer terminal/screen, and communicate in person and over the telephone and is frequently required to stand, walk, sit, use hands to finger, handle, or feel, climb or balance, talk and hear, and lift and/or move up to 25 pounds.

 
Working Conditions:
 

Works in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt and the like.

 

Regular and timely attendance is required.
