SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from Deputy Fire Marshal.

Recurring duties are carried out with relative independence, with a supervisor available to explain new or revised methods or requirements and to resolve unusual problems. May provide mentoring, orientation, and/or precepting to new staff regarding the fire prevention inspection methods, techniques, policies, and procedures of the Division. 

​​MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:

Graduation from high school or the equivalent.

AND

One year of work experience in one or more of the following fields:
Plans review (Examination);
Structural inspection;

Life safety systems design, installation or inspection;
Architecture;

Engineering;

OR

One year work experience that required the frequent interpretation, explanation or enforcement of codes, regulations or formal written standard operating procedures, to include frequent heavy public contact in an enforcement capacity;

OR

Successful completion of 30 semester credit hours of fire science core courses;

OR

Two years as a full-time uniformed employee of a public or private fire department;

OR

Five years as a documented part-time or volunteer uniformed member of a fire department.

License, Certificate, Special Requirements:

Possession of an appropriate, valid driver’s license on the date of application, and maintenance thereafter.

Possession of current certification from the International Code Council as Fire Inspector I at time of application.

Beginning January 1, 2018, International Code Council Fire Inspector II will be required and maintenance thereafter for the duration of employment.

Beginning January 1, 2018, possession and maintenance of certification from the Nevada State Fire Marshal as Fire Inspector I and Fire Inspector II will be required and maintained thereafter. Possession and maintenance of current certification from National Fire Protection Association (NFPA) as Fire Inspector I and II will be accepted in lieu of NSFM’s certifications for Fire Inspector I and II and this certification must be maintained for the duration of employment.

Shall obtain the following National Incident Management System (NIMS) certifications; ICS 100, ICS 200, ICS 700, and ICS 800 within 12 months of the date of appointment.

Knowledge of:

Principles, practices, and procedures of fire prevention and fire operations. Principles and practices of fire and life safety code enforcement. 

Current State and City Council adopted fire and life safety and building codes and ordinances and National Fire Protection Association (NFPA) standards with a strong emphasis on NFPA 13, 13R, 13D, 20, 24 and 72

City and Department policies, rules, and regulations.

Varied types of building construction, fire detection, notification, and suppression systems; Methods of testing fire protection equipment and systems.

Local geography including major fire hazards of the city.

Use of computers for word processing and data management

Skills:

Using tact, discretion, initiative and independent judgment within established guidelines.

Communicating clearly and effectively, both written and oral.

Organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction.

Preparing clear and concise reports, correspondence and other written materials.

Physical and Mental Abilities:

Read and interpret blueprints.

Work without direct supervision.

Use initiative and independent judgment within established guidelines.

Interpret, apply, explain, and enforce applicable laws, codes, regulations, policies and procedures.

Essential and marginal functions of the position require maintaining physical condition necessary for bending, stooping, kneeling, crawling, walking, sitting, climbing, standing, or moderate lifting for prolonged periods of time; operating motorized vehicles.

Ability to make detailed assessments, analyze findings, prepare reports and make recommendations.

Ability to understand and learn: principles and practices of fire and safety code enforcement and the application of code to business and new construction.

Ability to establish and maintain effective working relationships with business people, officials of other agencies and the general public.

Ability to communicate effectively with public and private sectors on fire prevention and fire and life safety issues and express ideas clearly and effectively both in written form and orally.

Ability to recognize problems; make good decisions, use tact, good judgment, resourcefulness and diplomacy in resolving conflict and sensitive situations.

Maintain effective audio-visual discrimination and perception needed for:

--    Making observations; 
--    Communicating with others; 
--    Reading and writing; and 
--    Operating assigned equipment. 
Maintain mental capacity that allows the capability of:  

--    Making sound decisions; 
--    Effective interaction and communication with others; and 
--    Demonstrating intellectual capabilities. 
Maintain physical condition appropriate to the performance of assigned duties and responsibilities that may include the following:

--    Extended periods of walking and/or standing; 
--    Continuous upward and downward flexion of neck and side-to-side turning; 
--    Climbing and negotiating all types of ladders and/or scaffolding; 
--    Sitting for extended periods of time; and 
--    Operating assigned equipment. 

Working Conditions:

Work is performed both indoors and outdoors in all types of weather to include extreme exposure to conditions above 100 degrees and below 40 degrees Fahrenheit; includes travel from site to site, work on construction sites, and inspections in restricted spaces.

Must be able to work under stressful, hazardous conditions.

Must be able to work in physically demanding conditions and hazardous environment with proper safety equipment.

Must be able to work any shift or days of the week. Varied work hours which could include extended shifts, nights, weekends and holidays.

Regular and timely attendance is required.

Exposure to computer screens, noise, dust, grease, smoke, fumes, gases, potentially hazardous chemicals.

Use of safety equipment, as needed.
