MINIMUM QUALIFICATIONS:
Education and Experience:
-
Bachelor’s degree from an accredited college or university in public administration, business administration or related field; and
-
Two years of experience coordinating and administering federal grant-funded programs in any of the following areas: housing rehabilitation, homeowner assistance, homeless assistance, business development or capital improvement, gang intervention or similar law enforcement programs and services.

Equivalency: Six years of experience coordinating and administering federal grant-funded programs in any of the following areas: housing rehabilitation, homeowner assistance, homeless assistance, business development or capital improvement, gang intervention or similar law enforcement programs and services.
Licenses and Certifications:
-
Must possess a valid state driver's license and maintain satisfactory motor vehicle record. Must obtain appropriate Nevada state driver’s license.
The following certifications are not required to obtain the job, however, a minimum of two certifications must be completed and maintained within two years of hire or reclassification.

Housing Specialist or Housing Quality Standards certification (HQS)

Home Energy Rater certification

Grants Writer certification
-
Housing Development Finance Professional
Knowledge of:

Knowledge of the principles, practices of general public administration, administration of housing rehabilitation, federal grants administration and modern construction methods/practices in order to perform the essential function of the position.

Skill:

Analytical abilities are required to make sound, logical interpretation of codes and regulations. Many interpretations and decisions must be made quickly; sound judgment required to act in best interest of the City.

Interpersonal skills necessary to effectively interact with internal staff, citizens, contractors and/or government agencies in such areas as supervising project work, responding to citizens questions and consulting with others.
Physical and Mental Abilities:

Work requires sustained periods of mental and visual concentration, working under pressure of deadlines and continual interruptions in concentration.

Ability to use initiative and independent judgment within established guidelines.

Ability to Interpret, apply, explain and enforce applicable laws, codes, regulations, policies and procedures.

Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, recommend best options and implement approved solutions.
WORKING CONDITIONS:

Works in a normal office and field environment; travel from site to site; requires entry into substandard buildings, homeless encampments, and challenged neighborhoods.

May be required to wear Personal Protective Equipment.

Exerting up to 25 pounds of force occasionally. Must be able to lift a minimum of 15* pounds unassisted.

The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading.

The worker is subject to both environmental conditions: Activities occur inside and outside.

Regular and timely attendance is required.
