Qualifications and Attributes:
Education and Experience:

Bachelor's Degree preferred from an accredited college or university with major in transportation planning, public administration, business administration or finance and Four (4) years of progressively responsible managerial level experience and two (2) years of parking services experience, preferably in a government or public agency.

Equivalency:  A combination of formal education and direct work experience may substitute for the Bachelor's degree.  The City of North Las Vegas assesses one (1) year of full-time direct experience as equivalent to one (1) year of education.

Licenses and Certifications:

Must possess or obtain a valid Nevada driver’s license and maintain a satisfactory motor vehicle record.

Certified Administrator of Public Parking, issued by the International Parking Institute is desirable

Certified Parking Professional Certification issued by the National Parking Association is desirable.

The factors affecting parking needs.

Parking garage operations, administration and maintenance.

Parking enforcement procedures and practices.

Principles and techniques for lease and contract administration and negotiation.

Public relations techniques.

Demand management principles.

Applicable cost and revenue accounting and financial planning principles and techniques.

Eminent domain procedures.

Basic real estate transactions and related laws.

Municipal redevelopment and revitalization techniques and their relationship to parking programs.

Applicable safety and security measures and concerns.

Principles and practices of program development and administration.

Principles and practices of municipal budget preparation and administration.

Computer applications used for parking programs.

Pertinent federal, state and local protocols, laws, codes and regulations.

Asset management principles.

Principles of supervision, training and performance evaluation.

Principles and techniques of report preparation.

Federal Transportation Administration grant application and administration process.

Grant writing techniques and practices.

Strong problem solving, critical thinking and planning skills.

Management skills to analyze programs, policies and operational needs.

Strong customer service, team building and conflict resolution skills.

Manage multiple projects and assignments.

Use initiative and independent judgment within established guidelines.

Interpret, apply, explain and enforce applicable laws, codes, regulations, policies and procedures.

Define issues, collect and analyze pertinent data, identify alternative solutions, project consequences of proposed actions, draw valid conclusions, propose sound recommendations, and implement approved solutions in support of goals.

Meet critical deadlines and set and adjust priorities in a rapidly changing environment.

Communicate with individuals from a variety of social, cultural, economic and educational backgrounds while demonstrating respect and sensitivity for perceived differences.

Produce written documents with clearly organized thoughts using proper sentence constructions, punctuation, spelling and grammar.

Explain complex technical systems in clear and simple understandable to non-technical staff.

Establish and maintain effective working relationships with those contacted in the course of work.

Working Conditions:

Works in a normal office environment where there is little or no physical discomfort associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.

May be required to conduct on-site visits, occasional exposure to traffic noise, fumes, dust, wet and slippery surfaces.

May be required to wear personal protective equipment.

Accessible after hours to address emergencies and/or time-sensitive issues.

Regular and timely attendance is required.
