Internal Notice for Teamster Team Members: This posting will create a non-probationary internal Teamster eligibility list and fill 5 vacancies for this classification. The current vacancy is in the Police department. The internal Teamster eligibility list will be utilized to fill vacancies for this classification, for up to one hundred and eighty (180) days. Non-probationary Teamster team members successfully completing the selection process will be placed on the internal Teamster eligibility list. All other team members including part-time/temporary employees along with external candidates may apply for this recruitment. These individuals may be considered after the appropriate recruitment process of the collective bargaining agreement has been followed. If the vacancy is not filled through promotion by a full-time non-probationary Teamster team members, the next opportunity for placement will be to hire qualified part-time/temporary employees and external candidates.

ESSENTIAL INFORMATION

  • Pay Considerations – The starting hourly pay for this position is $26.91. The selected candidate for this position will start at the beginning of the salary range, no exceptions. Existing employees will receive increases as outlined by their bargaining.
  • Shift work required – This position supports an operation that is open 24 hours a day, 365 days a year. You must be able to work any shift (days, swings, or graveyard), any day, weekends, holidays, and overtime shifts. Currently, the schedule consists of 10-hour shifts and are divided into two squads with days off being Sunday, Monday, and Tuesday, or Thursday, Friday, and Saturday.       
  • Must successfully complete training program –The training program lasts approximately 18 weeks and assigned shifts will rotate throughout the training program. Employees will be required to learn, memorize, and apply material, including self-study of material. Employees will be evaluated on a daily basis.                                                                                                                       
  • Probationary and Qualifying Periods – For internal non-probationary employees, the 90 day qualifying period begins upon completion of the training program. All external new hires shall be subject to a probationary period of fifteen (15) months.

THE ROLE
Under general supervision, receives and screens emergency 9-1-1 and non-emergency calls for service for law enforcement, fire, or emergency medical services for the area served by the North Las Vegas Police Department. Refers calls to appropriate division, department, or agency as needed.

IDEAL CANDIDATE 
The ideal candidate will be a level headed individual who can keep calm, effectively communicate and multitask during emergency, high stress, and non-emergency calls. They will be high multitaskers who maintain confidentiality, demonstrate professionalism, compassion and empathy in the course of service to our community and who are dedicated to working in an operation that is open 24 hours a day, 365 days a year, and who may be assigned to work any shift and overtime shifts.

MINIMUM QUALIFICATIONS
Education and Experience

  • Must be at least eighteen (18) years of age at time of hire.
  • Must have a high school diploma or GED at the time of hire into the position.
  • Preferred Qualifications:
    • Successful completion of law enforcement emergency response training using a multi-line telephone system.
    • Ability to speak Spanish fluently.

Licenses and Certifications

  • Must possess or have the ability to obtain a valid Nevada state driver’s license and maintain a satisfactory motor vehicle record.
  • NCIC Certification within six (6) months of hire/reclassification and be recertified as required.
  • Typing Certificate confirming typing forty (40) accurate net words per minute (Certificate must be dated no less than one (1) year from application/transfer date). 


SELECTION PROCESS

  1. Typing Test (Pass/Fail) - Once the application and other supporting documentation have been reviewed and it has been determined that the minimum qualifications have been met, an invitation to take the CritiCall Typing Test may be sent. There is a minimum passing score of 40 words per minute.
  2. CritiCall Test (Pass/Fail) – Once candidates pass the typing test, the invitation and testing instructions will be sent to the email provided on the application. The CritiCall Test is a computer-based test that is used for the Police Communications Dispatcher position. The test measures job-related skills that are necessary for this position. The CritiCall Test modules include: 

    ·         Decision Making.

    ·         Data Entry.

    ·         Call Summarization.

    ·         Cross Referencing.

    ·         Memory Recall.

    ·         Prioritization.

    ·         Map Reading.

    ·         Spelling.

    ·         Sentence Clarity.

    ·         Candidates much achieve the required minimum score determined by the Department using a validation process.

    ·         Allow 2-3 hours to complete the test.

    ·         Those successfully passing the CritiCall Test, may be called for an interview.

  3. Oral board interview with practical component (Interview weighted 100%, Passing Score 70%) – Top qualifying candidates will then be invited to an oral interview, by appointment only.  During the interview process, a performance exam will be administered.
  4. Pre-Employment Screening – Background Screening/Investigation Includes an extensive background check, polygraph/CVSA examination, medical/drug screen exam. All top scoring candidates must pass the Background Investigation in order to move forward in the process. Applicants who proceed in the selection process will be required to complete an extensive police background. Among other items, the following are disqualifying behaviors:

    ·    Any felony conviction.

    ·    Any domestic violence conviction.

    ·    Gross misdemeanor and misdemeanor convictions will be reviewed on a case by case basis.

    ·    Although there have been recent changes to laws regarding the legal possession and consumption of marijuana, the City of North Las Vegas will continue to adhere to its professional standards and guidelines as it relates to recent and continuous use of the drug.

  5. Selection/Offers - 

Note: Subsequent vacancies during the life of the internal eligibility list may require participation in an additional selection interview. The selection interview will be weighted 100%, requiring a passing score of 70% in order to be considered for the subsequent position vacancy.

The selection process may include any combination of written, performance, and oral assessments to evaluate job-related education, experience, knowledge, skills, and abilities. The City reserves the right to modify selection devices and test instruments in accordance with accepted legal, ethical, and professional standards.
