Internal Notice for Teamster Team Members: This posting will create a non-probationary internal Teamster eligibility list and fill 1 vacancy for this classification. The current vacancy is in the Public Works department. The eligibility list will be utilized to fill vacancies for this classification, for up to one hundred eighty (180) days. Non-probationary Teamster team members successfully completing the selection process will be placed on the eligibility list. All other team members including part-time/temporary employees along with external candidates may apply for this recruitment. These individuals may be considered after the appropriate recruitment process of the collective bargaining agreement has been followed. If the vacancy is not filled through promotion by a full-time non-probationary Teamster team members, the next opportunity for placement will be to hire qualified part-time/temporary employees and external candidates.

ESSENTIAL INFORMATION

  • Pay Considerations – The starting hourly pay for this position is $33.84. Existing employees will receive increases as outlined by their bargaining agreement.
  • Work Schedule – This position is scheduled to work 4 days per week, 9 hours per day (36 hour work week), Monday through Thursday, 5:30am to 3:00pm.
  • Environment – Heavy Work: Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds
    of force constantly to move objects. Must be able to lift a minimum of 50* pounds unassisted. The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals, walking, and working on slippery and uneven surfaces.

THE ROLE
Under limited direction, coordinates, directs, and supervises the maintenance and repair of city-owned/leased facilities or public infrastructure; coordinates with other City of North Las Vegas departments, divisions, and outside agencies on assigned activities; and assists the Infrastructure Maintenance Manager in project coordination for Building Maintenance and Roadway Operations Divisions.

IDEAL CANDIDATE 

The ideal candidate for the Stormwater Compliance Inspector position will possess a strong educational background with an Associate’s degree in Chemistry, Biology, Environmental Studies, Civil Engineering, or a closely related field. A Bachelor’s degree is highly preferred. They will hold certifications in Erosion and Sediment Control or Stormwater Management and Water Pollution Control Manager.

The preferred candidate will demonstrate a thorough understanding of Stormwater Pollution Prevention programs and best practices, including knowledge of materials, methods, and procedures commonly utilized in the field. They will have robust knowledge of methods, and techniques used in constructing and maintaining public works, utilities, and other improvements located above and below ground.  Experience preparing and inspecting Stormwater Prevention Plans (SWPPPs) is a significant advantage. The candidate will be proficient in reading and interpreting Civil Drawings.  A need for strong analytical skills, with the ability to evaluate complex issues and make sound decisions under time constraints is essential along with exceptional organizational abilities and the capacity to work independently. The candidate should be able to prepare detailed reports, analyze data, and utilize Microsoft Word and Excel proficiently to communicate findings and manage documentation.  Strong communication skills, both written and verbal, are essential. The ideal candidate must be able to effectively communicate with colleagues, contractors, and regulatory authorities while maintaining professionalism in challenging situations. Furthermore, excellent interpersonal skills are needed to build and maintain effective working relationships and navigate high-pressure environments.

MINIMUM QUALIFICATIONS

Education and Experience

  •  Associate degree from an accredited college or university with a major in Chemistry, Biology, Environmental Science, Environmental Studies, Civil Engineering, or field related field to essential functions. A Bachelor's degree is preferred.
  • Two (2) years of work experience in stormwater management, environmental compliance, or a related field. Experience in construction inspection is desirable.
  • Equivalency: An equivalent combination of formal education, directly related work experience, and training that provides the skills, and knowledge to perform the essential functions may be considered. The city assesses one (1) year of fulltime work experience as equivalent to one (1) year
    of education.

Licenses and Certifications

  • Possesses Certification in Erosion and Sediment Control (CPESC) or Stormwater Management (CISEC) or must obtain within six (6) months of hire.
  • Possession of a State of Nevada NDOT Water Pollution Control Manager Training Certificate or equivalent within six (6) months of hire, transfer, or promotion.
  • Possession of Occupational Safety and Health Administration (OSHA) 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) within six (6) months of the date of appointment, and maintain certification thereafter.
  • Possession of the Qualified Compliance Inspector of Stormwater certification by Stormwater ONE or equivalent within six (6) months of date of appointment, and maintenance thereafter.
  • Incumbents must complete a course of instruction, approved and provided by the City, pertaining to confined entry safety.
  • Incumbents may be required to obtain additional licenses and technical certifications and complete in-service trainings as required. All required licenses and certificates, as mandated by law, or as required herein, must be obtained and maintained at the incumbents' expense.
  • OSHA 10 Hour training within fifteen (15) days of hire, transfer or promotion.
  • Must possess or have the ability to obtain a valid Nevada state driver’s license and maintain a satisfactory motor vehicle record.

SELECTION PROCESS

  • The selection process will begin with a screening of the application/resume - The best qualified candidates will be invited to participate in the assessment process. The selection process will include
  • Oral Board Interview - Weight 100%, Passing Score 70%
  • Pre-Employment Screening – Selected candidates for this position are subject to a pre-employment screening which includes but is not limited to local & state criminal history check; federal criminal history checks via submission of fingerprints; and drug screening. **IMPORTANT INFORMATION: Background check processing may take 2 to 3 months to complete.
  • Selection/Offers

Note: Subsequent vacancies during the life of the internal eligibility list may require participation in an additional selection interview. The selection interview will be weighted 100%, requiring a passing score of 70% in order to be considered for the subsequent position vacancy.
