ESSENTIAL FUNCTIONS: (Duties may include, but are not limited to, the following)
• Coordinates and oversees the day-to-day operations of the Veteran Resource Center; interprets, explains and implements policies and procedures in support of the City’s Veteran Services initiatives.
• Helps manage and track the outcomes of different funding sources to ensure program funds are used appropriately and in compliance with grant requirements.
• Provides strategic planning and administrative oversight of the development and implementation of veteran services; ensures that programs and resources across the city and related departments are aligned with the City’s goals to address veteran needs; and perform related duties as assigned.
• Works as a liaison between City leadership and the Veterans Community Commission.
• Provide written analysis, evaluations, and recommendations regarding veterans programs and proposals.
• Researches, analysis, interprets, prepares and presents studies and reports on a variety of data related to veteran services.
• Works with the City’s Grant department in researching and preparing grant proposals; seeks out other funding sources for the City’s veteran services programs; and provides input and recommendations for funding priorities.
• Develops qualitative and quantitative measures to monitor, ensure, and evaluate programs and projects, contracts, grants, permit compliance, professional consultant/contractor performance, and client satisfaction.
• Makes presentations to boards, business community, the Mayor, City Council, community organizations, and related stakeholders.
• Establishes and maintains collaborative working relationships with service providers, nonprofits, local and federal agencies with the purpose of advancing veteran services initiatives.
• Reviews programs and eligibility requirements; outreach to current and potential partner agencies; monitoring social action, data collection and program evaluation.

MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
• Bachelor’s degree in psychology, human services, education, public health or behavioral health; and a minimum of five (5) years of recent professional work experience providing services or resources to a vulnerable population, preferably in the veteran community.
• And; preferred military veteran with honorable discharge.
• Equivalency: Or, an equivalent combination of education, training, and experience. The city assesses 1 year of fulltime experience as equivalent to one (1) year of education.
Licenses and Certifications:
• Must possess or obtain a valid Nevada driver’s license and maintain a satisfactory Department of Motor Vehicle record.
Knowledge, Skills and Abilities:
• Operational characteristics, services, and activities of the Veterans Educational Program and Veterans Affairs.
• Pertinent federal, state, and local laws, codes, and regulations relating to the Veteran Affairs.
• Knowledge and understanding of Homeless Management Information System (HMIS) is preferred.
• Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint.
• Databases, data tracking and analysis.
• Records management and filing systems.
• Office support software and equipment.
• Organized, creative, self-starter who exhibits good judgment, adaptability, and independent decision making with established procedural guidelines.
• Honesty, integrity, confidentiality and professionalism.
• Ability to effectively and compassionately assist people in stressful, emotional or emergency situations, including clients who are uncooperative.
• Ability to react quickly and calmly in unknown or potentially precarious situations.
• Understand and execute written and verbal instructions.
• Successfully perform multiple tasks simultaneously.
Working Conditions:
• Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time conducting research and other job duties; to occasionally stoop, bend, kneel, crouch, reach, and twist; to occasionally lift, carry, push, and/or pull light to moderate amounts of weight, up to 30 pound; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
• While performing the essential functions of the job the employee must have the ability to work outside in all weather conditions
• Require to attend meetings and presentations at various locations to collaborate with other agencies, community groups, and other stakeholders involved in the support of the City’s Veteran Services initiatives.
• May be required to attend evening and weekend events related to the responsibilities of this position.
• Regular and timely attendance is required
